Outage metrics differ by source: country rows use business-survey outages/month; U.S. rows use EIA SAIDI/SAIFI where available; WAPA's outage count comes from stored Flicker snapshots and is not ranked against others.

SAIFISystem Average Interruption Frequency Index.Average sustained outage count per customer per year. Lower means fewer interruptions.
